    250 Catherine St Albany, NY, 12209, USA - Albany

    Some one has spray-painted orange spots all over the wrecked car that has been sitting in this location since June.

    Last month someone collided with the rear of the car and pushed it onto the sidewalk. The one license plate has been stolen, it read NY 34186NB if anyone is interested. Also, the registration sticker inside the windshield was removed in July, apparently by the owner.

    This car is now an icon, a monument maintained by the City of Albany. These orange spots are a terrible act of vandalism.

    I originally complained to SeeClickIgnore back in June of this year about a week after thus wreck was deposited up the street from my house. At that time, SeeClickIgnore "referred this request to the Parking Authority." They came back with, "We're not going to remove this crap because THE SOUTH END DOES NOT MATTER. Now, if this were say, Buckingham Lake we would remove it within the hour because the neighborhoods uptown are important. So ha ha."

    Oh, am I not being polite? Listen, I've had City dispatchers refuse to put in calls for medical emergencies as soon as they heard it was for my neighborhood. I'll be more than glad to relate the details of some of those encounters. So You People will have to understand why I am out of patience with your deliberate neglect.

    Today is October 6. THAT WRECK IS STILL SITTING THERE. THAT'S FOUR MONTHS. This is very deliberate "benign neglect" directed at my neighborhood.

    You will note, if You People brother to look at the photo, that the registration sticker in the window has been removed... since sometime in July! It was clearly removed by the owner because the wreck is locked and has not been broken into. We don't get a lot of car break-ins around here, but I'm sure you can't believe that to be true of what You People consider an inferior neighborhood that deserves to have wrecked vehicles on its streets.

    Back when Corrupt Jerry Jennings was mayor, the City openly allowed and encourages Joe's Garage (the former City contract tower) to leave some 15 to 20 wrecks on the this block. So apparently the "Parking Authority" is longing for the Jennings days to return.

    The plate number, in case You People can't find the wreck, is NY 34186NB. Try not to grab any of our duly registered and running neighborhood vehicles, okay?

    Grey wagon, NY-JRG-3398 on Catherine Street next to 220 South Swan. It was dropped here yesterday apparently for Bhatti Garage, but Bhatti has been open since 8AM and has shown no interest. It appears that some angry person destroyed this car, smashing all of the windows, scrawling "F**K LIAR" on the side and flattening the tires. A kitchen knife is lying on the front passenger seat. There's a note on the dashboard, "Please don't ticket it's getting towed." Well, it seems it got towed to my neighborhood. Thanks. Sorry to say, the registration is up to date.

    This obviously wrecked Ford sedan, NY-KBH-8225 has been sitting on Catherine Street outside Bhatti Garage for over two weeks. Unfortunately, the registration is up to date. But apparently Bhatti has no interest in it, and it ain't gonna be driven anywhere.

    This ongoing problem is actually across the street at 202 Catherine, but only a new SeeClicFix request allows posting a photo. Taken from the neighbor's property 11:20PM Friday May 26. Property owner has given permission to the photographer to enter his property to observe the dogs. Tonight the dog is isolated and is howling nonstop. Will continue to do so all night long. From long observation, most likely this dog will see a human when it is fed tomorrow morning, and that will probably be the only contact it will have with anyone until the next morning.

    The dogs at 202 Catherine Street (mislabelled as 204 on Google) are barking and crying again like they do every damn night. They are owned by Bhatti Garage up the the street. 202 is a small lot, fenced in. There is nothing inside worth guarding, I have surveyed it from the neighbor's property many times. The dogs are isolated there and kept just a little bit hungry, thus the almost nonstop crying. Isolation and hunger appears to be part of their training. "Sarge" Bhatti sells them for what I hear is quite a bit of money as guard dogs. He lives in the suburbs so he doesn't have to listen to them. TO MY NEIGHBORS: Call 518 438-4000 every night that the dogs keep you awake. Keep calling until they are sick of hearing from all of us.

    No plates, both registration and inspection expired January 2022. Obviously dropped on the street in front of 221 South Swan Street by a tow truck.

    Across the street at 204 Catherine Street one or sometimes two dogs are kept outside and isolated. The barking is almost constant during the night. Right now it is after 2AM and I can't sleep because of the barking and yowling. The rest of the neighborhood is either too scared of the owners of 204 Catherine and of the dogs, Bhatti auto garage located up the street, or they figure the City won't respond. Complaints in the past have been ignored. The dogs have been taken out of the compound for a few days but then they go right back in and resume their all night barking. Perhaps the City has intervened, I have no way of knowing because SeeClickFix does not allow feedback and it does not allow ongoing issues to be registered. This constant barking and yowling must end.

    At 204 Catherine Street the owners of Bhatti Garage are keeping usually one or sometimes two german shepherds isolated and exposed to the elements. Temperature right now at 10 PM 28F, supposed to hit a low of 19F tonight. The dogs bark almost continuously, keeping people in the neighborhood awake. Tonight there is only one dog, a breeding female I call "Mom." The dog is clearly in distress. But more to the point is that by neglecting and abusing this poor animal Bhatti is grossly violating the noise ordinance. This has been going on for months. People in the neighborhood who have complained in the past have been blown off by City officials. Bhatti gives the neighbors the impression that it has a "special arrangement" with City officials and thus are afraid to speak up. This flouting of City law must end. I should have begun this process of forcing City officials to pay attention months ago.

    At 204 Catherine Street, a dog has been kept isolated and abused by neglect. This dog, a german shepherd, is being trained as a guard dog by the owners of the property, Bhatti Garage, which is located nearby. The dog barks almost nonstop all night, often crying piteously, especially on below freezing nights. The dog has been described by neighbors as sounding insane. There are no closed shelter facilities for the dog, only a shed that is open to the elements. The dog has no contact with humans or other dogs except briefly twice day when it is being fed. This situation has been going on for a long time and so far the City has rebuffed complaints by neighbors. As I see it, there are three issues at play here:

    1) The dog’s constant barking is a violation of the noise ordinances
    2) The dog is being abused by isolation and exposure
    3) The isolation of the dog is a training technique, which means an illegal business is being conducted at 204 Catherine

    The owners of Bhatti Garage of course do not live in the neighborhood. Neighbors have reported that when they call the APD they are told to “close their windows.” I have called animal control, they merely shrug and say they can do nothing. The owners of Bhatti Garage have been telling the neighborhood that they have a “special arrangement” with City officials, which is not hard to believe. Besides the APD and Animal Control, the Parking Authority has certainly ignored cars with no license plates and expired registrations left on Catherine Street by Bhatti for months at a time. I know from sad experience that interfering with these “special arrangements” invites retaliation, this fear of retaliation is why neighbors have not spoken up about this problem. I think I can speak for the entire neighborhood that this situation with Bhatti’s dogs is unacceptable and needs to be rectified This cannot continue.

    Car has been abandoned for three street cleaning cycles. It now has two tickets. One week ago I reported this to an officer at South Station because SeeClickFix was not working. The officer, acting like an Albany dispatcher from 20 years ago, pretended to take my information, but as soon as he heard it was a South End address did nothing. PLEASE TOW THIS ABANDONED VEHICLE.

    Snowplows opened up a 6 inch deep hole on South Swan St. near Catherine in the middle of the street. Plenty of traffic goes through this intersection. It WILL break somebody's axle.

    2006 Chrysler Suburban, tan, NY JHC5024. Both registration and inspection expired. Flat tire sitting on the pavement. Car has been sitting here all weekend. PLEASE NOTE: Car is sitting on the Catherine Street side of 234 Morton. ALSO: Glad to see SeeClickFix is up and running after being down all weekend.

    An ongoing problem along Catherine Street. This is the latest tire dumping, perhaps 100 tires have been dumped in this neighborhood in last month or so. Today I filed a police report.

    Overnight a City snowplow driver carefully and deliberately blocked the clear intersection at the corner of Morton and South Swan. This is the 3rd snowfall in a row that the City has done this. I say it is deliberate because the City has a long history of weaponizing snow for petty reasons against this neighborhood. There is no reason to do this.
